https://doi.org/10.1007/1-4020-4557-3 scheme satisfies the target transmission rate constraint of the user. In the multi-cell model, the optimal BS density is obtained by deriving the EE expressions of different optimization parameters. The simulation results show that the scheme can achieve high EE and validate the effectiveness of the proposed scheme.

Finally, the numerical results show that, the achievable CRLB can be decreased by exploiting the signals scattered off the target due to illuminators of opportunity transmissions.
